In the first 8 months in 2025, Russia’s cement production decreased by -8.7% to 40.329 Mt, after 44.156 Mt in the same period last year and 42.593 Mt in the year before.
IFC is financing a cement GU by MACCEM in Sierra Leone
The IFC is considering a total financing package of US$ 24.0m to Mackie Building Materials (“MBM”) and MACCEM Industries SL (“MACCEM”) in Sierra Leone. The investment will be used to part finance the construction and operation of a cement grinding plant (GU) in Hastings, Sierra Leone. The total project cost is estimated at US$ 36.5m. IFC’s proposed investment comprises an up to US$ 12.0m A loan and up to US$ 12.0m concessional subordinated loan from IFC acting in its capacity as the implementing entity of IDA PSW BFF, helping to close the funding gap and de-risk IFC's investment. The project is expected to increase supply of locally produced cement and improve cost competitiveness.
Russia’s cement prices up +9.5% YoY in August 2025
In August 2025, the average cement prices in Russia increased by +9.5% YoY to 7189 Rub/t, after 6568 Rub/t in the same period last year and 5722 Rub/t in the year before.
US cement imports declined -8.1% in 1H 2025
In the first half of 2025, the US cement imports of Portland, blended and masonry cement declined by -8.1% to 9.010 Mt, after 9.802 Mt in the same period last year and 9.763 Mt in the year before.
Heidelberg Materials’ Padeswood CCS in UK is official
Following a funding agreement with the UK Government, Heidelberg Materials reached a major milestone by taking the final investment decision for the CCS project at Padeswood, UK. Construction of the project begins this year, with commissioning planned for 2029. The plant shall be equipped with an amine technology and absorber tower for the flue gases to capture 0.8 Mta of CO2, covering nearly all the site’s emissions (we reported here: 12.04.2025, 07.10.2024 and 02.07.2023). The captured carbon will be safely transported for storage under Liverpool Bay as part of the HyNet North West project.
Cameroon’s Central Africa Cement inaugurated new GU
A new grinding unit (GU) with a capacity of 1.0 Mta has been inaugurated by Chinese Central Africa Cement (CAC) in Edéa in Cameroon. The US$ 21m investment will use imported clinker and local resources of gypsum and pozzolans. Edéa is becoming a cement hub. The plant is the 2nd in Edéa after Sinafcam, which began selling cement on the local market in June 2025. A third Chinese producer, Yousheng Cement, is expected to start a cement plant beginning of next year with a capacity of 1.8 Mta. The projects are reinforced by a financing agreement worth 65 billion CFA francs from BDEAC and Afreximbank to strengthen local supply, cut import reliance, and build export potential.
