In a restricted cabinet meeting in Tunisia last month, the restructuring of Les Ciments de Bizerte has been discussed. The Government owned cement producer operates a cement plant (photo) with integrated 4000 tpd kiln line and a nominal cement capacity of 1.5 Mta. However, according to latest information, in 2025 no clinker has been produced. The cement production declined from 0.129 Mta in 2024 by -7.8% to 0.119 Mta in 2025 with purchased clinker. It is very obvious that with such negative performance the production is making huge financial losses and that a restructuring will need significant support. Without an external investor with fundamental market knowledge, the situation is exceptionally challenging.
