After a Russian-Chinese Forum in September 2023 in Kazan, Russia, it was noted that a new cement plant project is planned in the European part of Russia. It is assumed that the plant may be located in the Sovetsky district of the Kirov region, not far from the Chimbulat quarry – the deposits of raw materials located next to it may be suitable for cement production.
