In a pilot phase, Vietnam has introduced GHG (greenhouse gas) emission quotas for 110 cement plants for the period 2025-26. The allocation of quotas is done annually on a facility-by-facility basis, helping businesses gradually access the emission control mechanism. During the pilot phase, businesses must conduct greenhouse gas inventories at each stage of production, and calculate and verify emissions through an independent professional unit (photo: VICEM But Son plant). Cement businesses can implement various solutions to reduce CO₂ emissions, such as utilizing waste heat for electricity generation, using alternative fuels or increasing the proportion of additives to reduce clinker in the product. The research on carbon capture technologies is at its infancy.
