
January 2026, the Arbitration Court of the Krasnodar Territory in Russia arrested the shares of Verkhnebakansky Cement Plant (photo credit FLSmidth) and Novoroscement, both of which belong to Actual Investments JSC. The company, which is associated with businessman Lev Kvetnoy, has been at the center of significant legal and antitrust developments regarding its ownership of cement assets. The seizure followed a demand by the Russian Prosecutor General’s Office in January 2025 to turn assets worth 45 billion rubles belonging to the “Novoroscement” group over to the state, citing illegal foreign control. Formerly, Novorosscement has been owned by Holcim, before the businesses in Russia had been divested in 2022.
