In Germany, in the period from January to November 2023, the cement production declined YoY by -14.8% to 24.090 Mt. In November, the decline has been even -19.9% to 2.220 Mt from 2.635 Mt in November last year. The decline is critical because free carbon allocations for a cement producer are reduced, if in two years the cement production contracts by more than -15%.
